RE: Repeat Notices of Hazard Ignored by City of Toronto
To Whom It May Concern:
Despite previous complaints, the City of Toronto has not repaired a dangerous road hazard in the southbound bike lane on Queens Park approaching Hoskin Avenue (the “hazard”). The closest street address is 78 Queens Park. Many Torontonians use this bike lane, including commuters to the downtown core as well as UofT students.
The City has had notice of the hazard since at least August 7, 2025, when we filed a complaint on behalf of our client who sustained serious injuries on August 1, 2025.
Unfortunately, the City did not remedy the hazard despite this notice. On August 22, 2025, a second cyclist sustained serious injuries because of the hazard. This cyclist then retained us. On August 26, 2025, we provided the City notice of this second claim. Several other people have told us that they have made 311 complaints about the hazard as well, some prior to August 2025.
We are concerned to see that seven months later the City has not remedied the situation. Nothing has been about the hazard despite ample notice of the hazard and the serious injuries it poses. Pictures of the hazard from February 26, 2026, are below. If anything, it has become more dangerous.

Indeed, it appears that the failure to address this issue in the summer and fall of 2025, has led to a worsening of the damage to City infrastructure. Likely, now a more costly fix. We not that not only cyclists, but motorists in the adjacent two lanes are now affected:
It is only a matter of time before someone else is seriously injured (if that has not happened already). The City’s inaction is a willful and reckless disregard for the safety of cyclists.
